Three Oaks Engineering is seeking a Transportation & Environmental Planner to join our growing team in Columbia, South Carolina. This position offers the opportunity to contribute to meaningful infrastructure projects across the state, with a focus on NEPA compliance, stakeholder engagement, and environmental documentation. We’re looking for someone who enjoys working with multidisciplinary teams and is eager to take on increasing responsibility. This is a hybrid role with a strong preference for being in the office at least three days per week to foster collaboration, mentorship, and teamwork. Occasional in-state travel may be required. 

What You’ll Do 

  • Manage project components from scoping through delivery, including developing task scopes, coordinating multidisciplinary inputs, tracking budgets and schedules, and ensuring timely, high-quality deliverables. 
  • Serve as a task lead, acting as a primary point of contact for assigned work efforts, communicating progress, challenges, and recommendations to senior staff and clients. 
  • Lead environmental planning efforts for transportation and infrastructure projects, primarily related to NEPA documentation, community impact assessments, and feasibility studies. 
  • Plan and facilitatepublic and stakeholder engagementactivities, contributing to strategy development and guiding community-focused outcomes. 
  • Lead the preparation, review, and finalization of technically soundreports and documentation, ensuring clarity and accuracy. 
  • Collaborate across multidisciplinary teams, working closely with engineers, environmental scientists, and planners to move projects forward. 
  • Take ownership of assigned project tasks, managing priorities independently while contributing to the successful delivery of larger project efforts. 

What We’re Looking For 

Required Qualifications: 

  • Bachelor’s degree (B.A. or B.S.) in planning, geography, environmental science, public administration, public policy, civil/environmental engineering, or a related field. 
  • At least 4 years of professional experience in one or more of the following: NEPA, transportation or environmental planning, natural or community resource analysis, public involvement, or technical writing. 
  • Strong written and verbal communication skills with a passion for community and stakeholder engagement. 
  • Self-motivated and detail-oriented, with the ability to manage tasks and meet deadlines independently. 
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Teams), Outlook, Adobe Acrobat, and a basic understanding of ArcGIS

Preferred Qualifications: 

  • Experience managing tasks or small projects, including scoping, budgeting, and scheduling
  • Background working in multidisciplinary teams, including coordination with roadway, hydraulics, traffic, and natural resource specialists. 
  • Familiarity with SCDOT processes and/or working with local governments in South Carolina. 
  • Active in professional organizations and comfortable building relationships within the planning and transportation community. 
  • A growth mindset and a strong desire to learn, lead, and contribute to a mission-driven team.
